Abstract: Using the “Coastal Commodity Frontier” as its analytical framework, this paper examines how Hainan has been rescaled through multiple social practices in the course of contemporary China’s development. It argues that Hainan’s transformation from a historically “remote land” into a development frontier of strategic and symbolic value is not the result of one-directional state planning. Rather, it is the product of competitive interactions among provincial and municipal governments, capital and social actors. Drawing on the cases of tourist consumption, the staging of ethnic minority cultural heritage and the Haihuadao (Ocean Flower Island) development, the paper shows how scale is generated in practice under a “post-alteric” logic. On the one hand, tourists oriented towards entertainment and convenience consume “ethnic customs” in a disenchanted way. On the other hand, ethnic minority cultures staged for the state and global markets find themselves “displayed yet barely able to speak”. Meanwhile, the tension between local growth-oriented ambitions and central regulation continually reshapes this “frontier” space. By understanding the frontier as a continuously produced social scale, the paper challenges static “centre–periphery” narratives and offers a new analytical perspective on Chinese-style urbanisation and frontier governance.
